The 2024 Harris County Recovery Plan is now available at harriscountyarpa.org. This annual report highlights the County’s investment achievements related to the $915 million American Rescue Plan Act (ARPA) relief funds it received to address the continued impact of COVID-19 on the economy, public health, state and local governments, individuals and businesses. The funding must be committed by the end of 2024 and spent by the end of 2026.
In March 2021, Harris County Commissioners Court approved guidelines for how the money should be spent, setting clear priorities for the use of these funds. The majority of funds and greatest commitment across all of the priority areas was to Housing; $273 million was committed to Housing alone, a critical component of building a strong and equitable recovery and a vibrant, resilient community.
According to the report, a key focus of the upcoming year will be the “implementation of planned investments in affordable housing. Multifamily development and single-family acquisition programs will continue to create long-term affordability in existing and new high-quality properties. Single-family rehabilitation and reconstruction efforts will establish safer and more energy-efficient and accessible housing.”
