Who We Are

Harris County Redevelopment Authority (HCRDA)

The HCRDA promotes and facilitates development in the County and directs certain projects and programs on behalf of the County, including administration and operation of the tax increment reinvestment zones.

The HCRDA provides the corporate and governing structure for the County-led TIRZ 24, which includes its own board of directors appointed by Harris County Commissioners Court and Houston City Council. It also governs the strategic planning and development decisions within TIRZ 24. The boundaries for TIRZ 24 encompass approximately 8,000 acres. The HCRDA service area includes 34 incorporated municipalities, including the City of Houston, in the County’s 1,778 square miles.

Adopted by Harris County Commissioners Court, the Articles of Incorporation for the HCRDA and subsequent amendments govern the direction of the HCRDA. The HCRDA approves development agreements based on the approved TIRZ 24 Project and Financing Plan.

Harris County is the third most populous county in the U.S. It is the top ranked GDP in Texas and the third-ranked GDP in the country. While Harris County competes for new development, the  Houston-Galveston Area Council (H-GAC) region (those counties contiguous to Harris County) continues to grow as well. It’s vital that Harris County maintain its ability to grow and attract new business and provide new housing for all income levels.

HCRDA is governed by a 7-member board appointed by Harris County Commissioners Court.

About HCRDA

History

The Harris County Redevelopment Authority (HCRDA) is a local government corporation established in 2012 with approval of the Harris County Commissioners Court. The Redevelopment Authority was established to assist and act on behalf of Harris County in the performance of its governmental functions.

Harris County Community Services Department (CSD) - LogoThe Texas Transportation Code (Subchapter D, Chapter 431) permits corporations to issue bonds, manage and construct projects and leverage corporation-generated fund sources by either seeking and accepting grants and loans from government, corporations and foundations or by making grants and loans directly to HCRDA-approved projects and programs that benefit the growth and development of the County.

The HCRDA is managed by the Harris County Housing and Community Development Department, which addresses the housing, infrastructure and public service needs of the low to moderate income community in Harris County.
