HCRDA Celebrates Groundbreaking on Two New Affordable Housing Communities

As the demand for vital affordable housing in Houston and Harris County continues to grow, Harris County Redevelopment Authority (HCRDA) is proud to celebrate construction breaking ground on much-needed new affordable housing projects.

The 1430 Upland Drive, now named after civil rights leader, Frumencio Reyes Jr., is a new apartment building that will include 120 units. Located in the Spring Branch area, the building will offer a mix of efficiency, studio, one, two and three-bedroom units and be affordable to those at 30-80 percent of the area median income. HCRDA in partnership with the Harris County Housing and Community Development provided $7.4 million in ARPA funds for the $36 million project.

HCRDA partnered with the Harris County Housing & Community Development Department and the Cesar Chavez Foundation to move the Upland project forward. The Harris County Housing Finance Corporation (HCHFC) also partnered with the Cesar Chavez Foundation to fund a second new construction affordable housing building, at 300 Tidwell, now named after Felix Z Fraga, which will feature 99 units for seniors (aged 55 years +).

With the start of these two new constructions, HCRDA and HCHFC continue their missions to expand quality affordable housing options to families and seniors across the City and County.
