Harris County RDA/ TIRZ #24

The HCRDA is a non-profit corporation established on November 29, 2012, with the approval of the Commissioners Court of Harris County, Texas. The Redevelopment Authority was established to assist and act on behalf of Harris County in the performance of its governmental functions.

HCRDA Inception

2012
The Harris County Redevelopment Authority was created and a preliminary TIRZ plan was approved.

TIRZ24 Inception & Consequent Actions

2014-2017
Harris County joined TIRZ24, and a final TIRZ plan was approved. The initial strategic issue in implementing the TIRZ24 plan was a lack of infrastructure. The TIRZ Board approved projects like the Holmes Road Wastewater Line/Road Improvement Buffalo Point. Fifteen hundred acres of land was opened up for development. The Board also approved an $82 million major thoroughfare implementation that involved Exxon/Springwoods.

Hurricane Harvey

2017
In 2017 Hurricane Harvey was the main focus of every governmental entity, including the Harris County Redevelopment Authority. Redevelopment strategies had to be revisited.

New Board Members

2019
In 2019, the county appointed new Board Members for TIRZ 24 and HCRDA, respectively. Each entity has its own seven-member board of directors.

2020

A new framework strategy for HCRDA/TIRZ24 is in the process of being drafted.

What is the Purpose of TIRZ 24?

The Harris County Redevelopment Authority has the responsibility to manage and account for the operations of TIRZ #24.

Under provision of Chapter 311 of the Texas Tax Code, the City of Houston Tax Increment Reinvestment Zone No. 24, also known as the Greater Houston Tax Increment Reinvestment Zone No. 24 (the TIRZ #24) will be used to establish a project and financing plan to facilitate the redevelopment and development of a 7,588.36-acre area.
