TIRZ 24 is composed of a nearly 8,000-acre noncontiguous geographic area that includes three general sectors:
The Southern Sector is the area near NRG Stadium generally bounded by Old Spanish Trail, Almeda Genoa Road, State Highway 288 and Main Street. This zone is contiguous to Zones 9, 25, 26 and 28.
The Northern Sectors is defined as of the Houston Central Business District East Downtown and abuts Reinvestment Zone Numbers Two (Midtown Zone), Three (Main Street/Market Square Zone), Thirteen (Sixth Ward Zone), Fifteen (East Downtown Zone) and Twenty-One (Hardy/Near Northside Zone).
The Cullen Annexation Area area is generally bounded by Polk Street, South Lockwood Street, Interstate 45 and Leeland Street and abuts TIRZ 23.
This TIRZ was created to attract private investment, including the redevelopment of vacant, underdeveloped land and old oil field properties. These areas are primed for business and residential development providing an opportunity in the heart in Houston.
TIRZ 24 is filled with amenities that support a high quality of life, including excellent dining and entertainment options, educational facilities for workforce development and proximity to the best healthcare in the world.
Southern Sector
NRG Stadium/NRG Park, one of Houston’s premiere entertainment areas, anchors this sector of TIRZ 24. The area encompasses 7,145 acres with 3,745 of vacant land and/or underdeveloped land. Without the investment of water, sewer drainage, and roadway improvements, this land is difficult to develop. The Southern Sector is home to many oil-services support industries and includes world-class convention space, dining and event venues and educational facilities ready to support your workforce development. This sector provides a mix of residential, small business and industrial and is primed for growth.
The Southern Sector boasts the following attributes:
A portion of the South Main business community and a growing residential area supporting the Texas Medical Center.
NRG Stadium, owned by Harris County and part of the Harris County Sports & Convention Corporation, offers nearly 1.5 million square feet of space and facilities for any type of event.
The Houston Community College South Campus offers a full range of educational courses – including continuing education and training in skills and trades – to complement the needs of workforce development in the area.

Cullen Annexation Area
The recently-annexed location is nestled between the University of Houston – a Carnegie-designated Tier One research university – and the growing East End of Houston.
