Capital Improvement Projects

The Infrastructure and Investment Study prepared by EHRA Engineering identified a need for $715 million in new infrastructure to facilitate the development and redevelopment of land within the zone. The infrastructure investment could potentially result in $12 billion in new real property value.

The following 2024-2029 capital improvement project (CIP) list, located in TIRZ 24, has been approved by both boards for initiation according to the schedule in the CIP. Additional project information will be available as each project is approved for construction.

Affordable Housing

HCRDA and TIRZ 24 is setting aside 25% from annual tax increments for a Permanent Affordable Housing Fund. This new fund will facilitate the development of a variety affordable housing communities throughout TIRZ 24 and the HCRDA. This housing initiative is a result of the My Home is Here study from the Kinder Institute for Urban Research at Rice University. The study identified that Harris County needs an estimated 20,000 new housing units per year for the next 10 years. The estimated budget to achieve this vision is $47 billion. This ambitious goal will require multiple partnerships across the private sector, not-for-profit sector and public sector including local, state and federal agencies. The HCRDA is a perfect partner to facilitate and work across multiple agencies and will engage in numerous initiatives to facilitate housing solutions for the County.

The Villas at Eastwood is an affordable housing project developed inside the Cullen Annexation Area of TIRZ 24.
