HCRDA Board of Directors
The HCRDA’s Board of Directors is appointed by Harris County Commissioners Court and serve for two-year terms. They serve without compensation, except that they shall be reimbursed for the actual expenses incurred in the performance of their duties.
Position 1: Director Angelica Luna Kaufman
Chief of Staff, Harris County Office of Judge Lina Hidalgo
Luna-Kaufman is a native to the Houston area with 23 years of experience in communications and most recently served as Director of Communications and Senior Advisor for Harris County Judge Lina Hidalgo. She has also served in leadership roles as the Executive Director of Communications for the Texas Democratic Party and the Democratic National Committee. Additionally, she spent over 15 years working in media with NBC, Telemundo Network, Telemundo Houston, KPRC, and Univision. She holds a bachelor’s degree in public relations from Texas State University and lives with her husband in Houston.
Position 2: Director Sophie Elsner (Precinct 1)
Senior Policy Advisor at Harris County Commissioner Rodney Ellis
Sophie Elsner is a Senior Policy Advisor for Harris County Commissioner Rodney Ellis, where she supports policy development, strategic planning, and stakeholder engagement for Precinct 1. A Harvard Law School graduate, she has helped shape major county initiatives in economic opportunity, housing, community safety, and criminal justice reforms, with a consistent focus on equity. Sophie is recognized for her ability to translate complex legal and policy issues into practical, impactful solutions that serve Harris County residents.
Position 3: Director Pernell Davis (Precinct 2)
Senior Policy Advisor at Harris County Commissioner Rodney Ellis
Pernell Davis helps lead legislative strategy, program implementation, and outreach efforts across Precinct 1. A dedicated advocate for equity and inclusion, Pernell brings deep expertise in community engagement, intergovernmental partnerships, and policy execution — including service on the METRO Board and as a Houston ISD trustee. He is known for bridging the gap between residents, government agencies, and stakeholders to ensure county initiatives are responsive and effective.
Position 4: Director Conrad Joe (Precinct 3)
Administrative Assistant, Harris County Commissioner Tom Ramsey
Conrad Joe has served Harris County Precinct Three in various capacities since 2007. He has lived in Houston since childhood; leaving temporarily to obtain a bachelor’s degree in finance at the University of Texas. His sense of service was cultivated at an early age from lessons learned to become an Eagle Scout. He still follows it to this day as a volunteer with the Memorial Hermann Hospital system.
Position 5: Director Alice Lee (Precinct 4)
Chief of Staff, Harris County Office of Judge Lina Hidalgo
Alice Lee brings over 30 years of experience in public service, including a 13-year tenure at Hawes Hill & Associates, LLP, a firm that specializes in special purpose districts, Executive Director for the Southwest Management District, Chief of Staff to both Council Member Martha Wong and Council Member Chris Bell, and Administrative Coordinator for Mayor Pro-Tem Gordon Quan and Mayor Pro-Tem Carol Alvarado. Lee has also served as President of the Chinese Professional Club Scholarship Fund, Inc. and President of the Chinese American Citizens Alliance Houston Lodge. Lee is married to Mark Lee, a native Houstonian, and they have two children, Eric and Katherine.
Position 6: Director Dr. Milton Rahman, P.E., PMP, CFM, ENV SP (Office of the County Engineer)
Dr. Milton Rahman serves as Harris County’s Executive Director and County Engineer, overseeing more than 800 staff, a $120 million operating budget, and billions in active infrastructure projects. He leads county efforts in roads, drainage, buildings, disaster recovery, and real estate, and played a central role in the $1.2 billion infrastructure bond package. A licensed engineer with extensive experience in public works, flood control, and disaster recovery, he is committed to advancing equity through inclusive contracting. He earned his PhD in Environmental Science and Engineering from the University of Texas at San Antonio, and a Bachelor of Science in Water Resources Engineering from the Bangladesh University of Engineering and Technology.
Position 7: Chair Thao Costis
Executive Director, Harris County Community Development
Thao Costis is the Executive Director of Harris County Housing & Community Development. She leads a department that strives to strengthen communities by investing in housing, infrastructure and services that promote resiliency.
For over 30 years, Thao has been committed and passionate about finding solutions to homelessness and affordable housing in the Greater Houston area by working with partners on the local, state and national levels. She has spent a great deal of her life advocating for the underserved and continues to advance this important cause.
Prior to becoming Executive Director of Harris County Housing & Community Development, Thao was President and CEO of SEARCH Homeless Services for over two decades where she collaborated with partners to help secure jobs, along with safe, stable and affordable housing for low-to-moderate-income families.
