TIRZ 24 Board of Directors
TIRZ 24 has an 11-member Board of Directors. They are appointed by City Council and serve for two-year terms. They serve without compensation, except that they shall be reimbursed for the actual expenses incurred in the performance of their duties.
Position 1: Director Angelica Luna Kaufman
Chief of Staff, Harris County Office of Judge Lina Hidalgo
Luna-Kaufman is a native to the Houston area with 23 years of experience in communications and most recently served as Director of Communications and Senior Advisor for Harris County Judge Lina Hidalgo. She has also served in leadership roles as the Executive Director of Communications for the Texas Democratic Party and the Democratic National Committee. Additionally, she spent over 15 years working in media with NBC, Telemundo Network, Telemundo Houston, KPRC, and Univision. She holds a bachelor’s degree in public relations from Texas State University and lives with her husband in Houston.
Position 2: Director Sophie Elsner (Precinct 1)
Senior Policy Advisor at Harris County Commissioner Rodney Ellis
Sophie Elsner is a Senior Policy Advisor for Harris County Commissioner Rodney Ellis, where she supports policy development, strategic planning, and stakeholder engagement for Precinct 1. A Harvard Law School graduate, she has helped shape major county initiatives in economic opportunity, housing, community safety, and criminal justice reforms, with a consistent focus on equity. Sophie is recognized for her ability to translate complex legal and policy issues into practical, impactful solutions that serve Harris County residents.
Position 3: Director Pernell Davis (Precinct 2)
Senior Policy Advisor at Harris County Commissioner Rodney Ellis
Pernell Davis helps lead legislative strategy, program implementation, and outreach efforts across Precinct 1. A dedicated advocate for equity and inclusion, Pernell brings deep expertise in community engagement, intergovernmental partnerships, and policy execution — including service on the METRO Board and as a Houston ISD trustee. He is known for bridging the gap between residents, government agencies, and stakeholders to ensure county initiatives are responsive and effective.
Position 4: Director Conrad Joe (Precinct 3)
Administrative Assistant, Harris County Commissioner Tom Ramsey
Conrad Joe has served Harris County Precinct Three in various capacities since 2007. He has lived in Houston since childhood; leaving temporarily to obtain a bachelor’s degree in finance at the University of Texas. His sense of service was cultivated at an early age from lessons learned to become an Eagle Scout. He still follows it to this day as a volunteer with the Memorial Hermann Hospital system.
Position 5: Director Alice Lee (Precinct 4)
Chief of Staff, Harris County Office of Judge Lina Hidalgo
Alice Lee brings over 30 years of experience in public service, including a 13-year tenure at Hawes Hill & Associates, LLP, a firm that specializes in special purpose districts, Executive Director for the Southwest Management District, Chief of Staff to both Council Member Martha Wong and Council Member Chris Bell, and Administrative Coordinator for Mayor Pro-Tem Gordon Quan and Mayor Pro-Tem Carol Alvarado. Lee has also served as President of the Chinese Professional Club Scholarship Fund, Inc. and President of the Chinese American Citizens Alliance Houston Lodge. Lee is married to Mark Lee, a native Houstonian, and they have two children, Eric and Katherine.
Position 6: Director Yarmon B. Kennedy
Chief Data Officer, Corebridge Financial
Yarmon Kennedy has served as Chief Data Officer at Corebridge Financial since October 2024. In this role, Yarmon develops, implements and refines the enterprise data strategy and architecture, including governance, policy, analytics and data insight engineering. He also manages the advanced practices unit that contributes to agile experimentation and innovation across the company. Prior to his current role, Mr. Kennedy served in a number of senior roles for Corebridge and AIG, including Senior Vice President of AIG Retirement Services. He also serves as a director on the board of the Harris County Redevelopment Authority.
Position 7: Chair Thao Costis
Executive Director, Harris County Community Development
Thao Costis is the Executive Director of Harris County Housing & Community Development. She leads a department that strives to strengthen communities by investing in housing, infrastructure and services that promote resiliency.
For over 30 years, Thao has been committed and passionate about finding solutions to homelessness and affordable housing in the Greater Houston area by working with partners on the local, state and national levels. She has spent a great deal of her life advocating for the underserved and continues to advance this important cause.
Prior to becoming Executive Director of Harris County Housing & Community Development, Thao was President and CEO of SEARCH Homeless Services for over two decades where she collaborated with partners to help secure jobs, along with safe, stable and affordable housing for low-to-moderate-income families.
Position 8: Director Sherifat Lawal Price
Senior Vice President, Unity National Bank of Houston
Sherifat Lawal Price is Senior Vice President of Lending and CRA Officer at Unity National Bank, where she leads commercial lending and community reinvestment initiatives. Sherifat has over 15 years of experience in the banking and financial service industry. In her current role, she oversees a loan portfolio exceeding $140 million and is recognized for her leadership in expanding credit access and advancing financial inclusion. She currently serves as Treasurer of the Greater Houston Black Chamber and the American Red Cross and served as a board member for the Texas Bankers Association from 2024-2025. She earned her executive master’s in business administration from Sam Houston State University and holds a bachelor’s degree from Fisk University.
Position 9: Director Harriet Ramona Crayton
Internal Communications Manager at Houston METRO
Harriet Ramona Crayton is the Internal Communications Manager at Houston METRO, where she leads strategic internal communications initiatives, driving engagement through transparent and inclusive messaging that fosters trust and safety. With over 15 years of experience in public affairs, event services, and communications, she has also established strong partnerships with elected officials and community leaders. Harriet holds a master’s degree in business communications from Jones International University and a bachelor’s degree in interdisciplinary studies from the University of Houston–Downtown.
Position 10: Director Olga Llamas Rodriguez
Vice President of Community Engagement & Board Services, Harris Health System
Olga Llamas Rodriguez is Vice President of Community Engagement & Corporate Communications and Board Services at Harris Health. A Houston native with more than 15 years of experience in the nonprofit and public sectors, she specializes in stakeholder relations, communications strategy, and community-centered initiatives. In her role, she helps align community programs, public relations, and board operations to advance Harris Health’s mission of serving residents. She holds a Master of Public Administration from the University of Texas Rio Grande Valley and an MBA from Texas Woman’s University.
Position 11: Director Christine Willie
Attorney, Law Office of Christine M. Sampson, PLLC
Christine Sampson Willie is the Managing Member and principal attorney at the Law Office of Christine M. Sampson, PLLC. Practicing law since 1995, she focuses on estate planning, probate, trusts, guardianship, elder law, and related tax matters. She earned her LL.M. in Estate Planning & Elder Law from Western New England University School of Law, her J.D. from South Texas College of Law and her MBA in Finance from the University of St. Thomas. Christine is a longtime member of the State Bar of Texas and is admitted to practice in both Texas and the U.S. District Court for the Southern District of Texas.
